India’s largest digital payments platform has introduced a policy change that every wallet user should know about. PhonePe has announced a new inactivity maintenance fee for dormant wallet accounts, a move that has triggered debate among millions of digital payment users across the country.

Under the updated policy, PhonePe Wallet users who leave their wallet inactive for an extended period could see money deducted from their balance. While the change does not affect regular UPI transactions, it is important for users to understand exactly how the new rule works and how they can avoid unexpected charges.

What Is the New PhonePe Wallet Inactivity Fee?

According to PhonePe’s updated wallet terms and conditions, a PhonePe Wallet will be classified as inactive if it does not record any wallet-based financial transaction for 365 consecutive days.

Once a wallet becomes inactive, PhonePe may charge a maintenance fee of ₹100 per quarter, including applicable GST. The fee will be deducted directly from the available wallet balance. The company says the charge is intended to help cover costs related to wallet maintenance, security infrastructure, compliance requirements, and ongoing service improvements.

Which Users Are Affected?

The new rule applies only to PhonePe ers.

If you primarily use PhonePe for UPI payments linked directly to your bank account, this policy does not affect you. Bank-to-bank UPI transactions remain free and unchanged.

The inactivity fee specifically targets users who have money stored in their PhonePe Wallet but do not use that wallet balance for an entire year.

What Counts as Wallet Activity?

To keep a wallet active, users must perform at least one genuine wallet transaction within 365 days.

Examples of qualifying activity include:

  • Adding money to the PhonePe Wallet
  • Sending money using wallet balance
  • Making purchases or payments through the wallet balance

However, several common activities do not count toward keeping the wallet active:

  • Logging into the PhonePe app
  • UPI payments from a linked bank account
  • Mobile recharges
  • Utility bill payments made outside the wallet balance
  • Browsing or checking account details

This distinction is important because many users assume regular app usage automatically keeps their wallet active.

What Happens If Your Balance Is Low?

PhonePe has clarified that users will receive multiple notifications during a 15-day notice period before any maintenance fee is deducted.

If the wallet contains less than ₹100, the platform will deduct only the available balance. The wallet balance will never become negative.

Once the wallet reaches zero, no additional inactivity charges will be applied.

Users can also reactivate an inactive wallet by performing a qualifying wallet transaction.

How to Avoid the ₹100 Quarterly Fee

Avoiding the charge is simple:

  • Use your PhonePe Wallet at least once every year
  • Add a small amount of money and make a transaction
  • Withdraw or spend any unused wallet balance
  • Regularly check your wallet status
  • Use only UPI if you do not need the wallet feature

For users who rarely use stored-value wallets, emptying the wallet balance may be the easiest solution.

Why This Policy Matters

The new PhonePe inactivity fee highlights an important trend in the digital payments industry. As fintech platforms continue expanding, companies are increasingly looking at ways to manage dormant accounts and maintain wallet infrastructure.

While some users have criticized the fee as unnecessary, others point out that the policy affects only inactive wallet balances and not PhonePe’s core UPI services.

For most users, the key takeaway is straightforward: if you only use PhonePe for UPI payments, you have nothing to worry about. However, if you maintain funds in a PhonePe Wallet, make sure to use it at least once a year to avoid future charges.

As digital payment platforms evolve, staying informed about policy changes can help users avoid surprises and manage their money more effectively.
